Card/Deck Fair Tinker

A big problem with Tinker as a "fair" card is that it's pretty difficult to find cards that feel "fair" while cheated out while still being worth playing when not cheated. I'm not sure to what extent this can be realistically designed around. I would imagine a high-density of artifacts in the environment, with Tinker serving as a minor-accelerant + tutor as the best home for it, but that probably doesn't describe the natural state of most of our environments.

A random idea: what if the 'specialized' Tinker targets were relatively narrow build-around cards that are the most important feature of decks that include them? So instead of Tinkering for Myr Battlesphere and crushing any hope of a fair game, you Tinker for Alhammarret's Archive or Conjurer's Closet or similar
