    I haven't played with these cards, but at a glance neither really seem worth running to me. The abilities cost one mana, so you can't get much of a tempo boost out of powering out an earlier Arrogant Wurm (though it works ok with Roar of the Wurm). You also don't get much card advantage...

    Sweet, exactly the removal spell I needed! Aggro removal! I just don't like Declaration in Stone because of the lack of reminder text, and this fixes it, while also being planeswalker removal if one does show up.

    You counted 364 cards that cost <=2 but you should be counting only creatures, which are 141 in your list. The best 2 power creature on your yard will tend even more to be better than the best 2 CMC because of the larger variance in power level of 2 power creatures.

    Is one time phasing hard to think about? Honest question, since I remember easily reasoning about it in AFR, but maybe I'm missing subtleties that prevent it from being just "treat it and anything attached to it as though they don’t exist" as the reminder text says.

    I'd argue the biggest advantage is blocking immediately. Obviously a very different card, but it seems to be about the same ballpark power level to me. Nice to see flashback on it though, since it can be cast after self-milling it.

    Heraldic Banner looks nice too, since it's more versatile, less explosive (due to not buffing toughness it's easier for the opponent to meaningfully trade), and like sigh said, works in other colors too.

    Marshal better has less of a delta between the floor and the ceiling (which is huge in Divine Sacrament). The risk of a blowout creates a risk/reward dynamic during combat - do you attack/block assuming the anthem is on the board? Threshold seems to make Sacrament a white graveyard-synergy...

    Decayed is nice, tokens without causing gridlock on the board. I expect it'll play very well! Jadar looks quite strong, lots of synergies and fosters dynamic combat. I like it.
