Did I ever tell you my close friend in Antwerp is a designer for train stuff. A lot of bed design for sleeper cars, but also mockups for trains, trams, busses. He even designed a tram station here in town.

Personal opinion: you feel worse losing to Hogaak swinging for 8 each turn than you do losing to the faithless looting that filled your yard. I've never gotten feelbads from my opponent casting Brainstorm, even if it is too strong for Modern. I don't really care how constructed would handle it...

I think this is a good approach, also because it helps you avoid a common design mistake: pushing too many themes in one set. Sometimes you just gotta build a second cube to explore certain design spaces.

I guess from that scale, if I had to draw a line, I would guess people mean about 6.5 or higher when they say 'high power', and about 4 or lower when they say low power. But it's a very high-dimensional problem so it's hard to classify them well with few words.
