I like this idea. It kind of reminds me of a marvel snap deck where you can build a semi-consistent plan but still get screwed over by bad draws. My thought is that an average is ~40% lands with a mana curve of 1-6 mana, so a 15 card deck would be approximately half of that i.e 6 lands 9...
