    In my experience, both those cards are powerful and win games. I got rid of both for slightly different reasons though. Citadel because of reasons RavebornMuse mentioned. Dictate because I've intentionally culled most of the anthem support to neuter token decks.

    If you go the full graveyard package, add Haakon, Stromgald Scourge. He's fantastic as long as you have a number of ways to get him in your yard. I finally cut him, but I've been very tempted to bring him back with the new support from SOI.

    When you calculate percentage of cards in your cube 4 mana or higher, shouldn't you be excluding lands? I'm at 31% if we exclude lands. 25% with lands (but it's lower than your average cube because my land section is bigger).

    ULD is probably most appropriate. It's a land that favors midrange/control, so making it free to those players will disadvantage your aggro drafters. My 2 cents. I've considered exactly what you suggested but decided against it in the end (even though my drafters are mostly midrange focused).
