Yes and no. You can use P/T stickers as well, but for ticket value we look at the toughness of the creature, not its power, so you wouldn't be able to put it on the Sergeant.

I believe the difference is "instant or sorcery spell" vs "instant or sorcery card". It's the reason Kess, Dissident Mage works with adventures as well, and I think for that reason Primieval Titan wouldn't work.
