I mean, so are Sacred White Deer, Redtooth Vanguard, Brown Ouphe, and Silverback Elder. Colors in cardnames don’t dictate the color of the card.

Chainer’s Edict was a Standard staple for a while, though it was obviously helped by Cabal Coffers being actually playable. Seven mana is a lot, but it’s a hell of a backup option to do something with your mana if you brick in the late game with your control deck.
