Seems like quite the common.
It’s still three mana. Colour fixing in my cube is such that I would sooner play an efficient removal spell of another colour.

How would green force two enemy creatures to fight when they can’t play with their emotions?

Playing with emotions is very much in red’s part of the flavor pie though. And a creature fighting itself (“Stop! Hitting! Yourself!”) is super red.
Self-fighting has apparently been in black, red, and white over the years, though it does seem to have settled in red, since it's the only color that's gotten it in the last 20 years.
