Flame Slash is a good place to start here. Sorcery speed and takes out lots of good targets, but spares enough that you don't mind it costing R.

Going minus/minus gives you some effect that could be as little as divination or as much as explosive vegetation, so I would say that this is not value by itself as no one is really playing those cards and they don't cost {2}{U}{G}. The plus ability on this card needs to be relevant or its terrible.

For me she competes extremely directly with Fathom Mage, which is a problem for her because Fathom Mage has been killer in my cube. She's certainly playable, though.
