Even one shot from Rip Vance, Vance Refrigeration is a pretty big deal. Skyfisher antics in white, Probe and other cantrips in blue. Baseline body of 3/2. It's test-worthy for some environments. My biggest concern is it's a little bit low powered with a pretty high powered payoff.

I'd 100% run Tutor if it were cheaper (edit: monetarily, not MV). I debate Entomb, but that gets into a consideration of how strong I want individual graveyard payoffs to be. Booster Tutor is also a blast.

I'm interested in UB > BR = WB and skip BG, but coming in tapped is pretty rough.

Probably not. I think you need to be looking to "abuse" it a bit rather than let it trickle in value from creatures that are past their part of the game. "Midrangey one drops" is a good take on it from blacksmithy.

Spamming the gain 5 life is probably really oppressive to aggro and the other abilities are really, really versatile in gaining some kind of advantage. He's a little low power in the sense that he lacks immediate ETB value or something, but I wouldn't underestimate him.
