Is it though? That 1life loss can kill you. A 0/1 token can’t. Also, the fact that you get the Magicarp and only donate it when you want to makes a huge difference. Heck, you can even block an opponent’s attack, and then before damage donate the blocking Magicarp (which removes it from combat...

So, giving your opponent a 0/1 isn’t really a downside, I assume? What can they do with it? Stare at you menacingly?

Many such formats run stuff like Hornet Queen, which can certainly run away with the game if it gets recurred multiple times.

Oh, that’s a tough question to answer. I think the only way this can feel unbeatable is when your format is slow as molasses. On the other hand, if your format doesn’t offer any stabilizing tools to green (or colors that it would pair with in a Genesis shell), that is ways to prolong the game...
