I'd say it is compareable to Cloudgoat Ranger, maybe with a bit more power in potential synergies (blink, sacrifice, tokens). That's from my experience with it in a friend's cube, which is a bit higher in power level than mine but far from power max.

I don't think energy is designed all that parasitic, since most of the cards, that create energy, also offer a way to use it. For example my cube only has these two cards currently, and they are perfectly fine on their own as evasive etb guys that work with ninjutsu. Aether Swooper Aether Poisoner

Yeah, she's definitely not bad in the right environment. You'd need a low power level (not higher than what I have for sure) and some ways to boost stat lines in blue. Something like Simic auras seems like a nice home. Maybe add Dimir ninjutsu to give the cheap evasion more oomph?
