They explained that pretty damn well in the Debut Video. In my poor retelling it’s something like they need to have a law for there to be a crime and there needs to be stakes (are they killing my favorite character) for there to be interest in the murder mystery.

But it’s not really a Divination in that situation then right? You only get 1 card, not 2. However the next few turns after it could be a Divination again.
