Stitchwing is a reprint. And static discharge works different than what you typed, since it can make itself hit harder with any form of spell recursion.

Vizier is stronger if your format is more card advantage oriented. If tempo is more important, the Ninja might be better.

No, as Garth only lets you cast a copy of that card (which becomes a token), while a conjured card can be in your hand, in your graveyard, even be put into your library, for the duration of the game
