I for one don't include graveyard order matters cards in my cube because if they're in, then technically no player should be allowed to reorder their graveyard, and that seems really annoying.

I would treat him more like a pseudo Thieving Magpie in an Esper control deck rather than something to specifically build around, and adjust the cube around him so that there's a high density of enchantments to fetch. Zur is one of those cards I find interesting because with some minor changes...
