I expect so. I run untapped one-colour fetchable scrylands and I think they're about as strong as the ABU duals. This seems similarly powerful and probably at least as good as the shock lands at scry 1. Repeatable scry 2 is ridiculous; we've seen it cost 3 plus more up front in Crystal Ball...

I play Time Spiral as my blue control power slot. It's been really good but a positive effect on the format imo. Sometimes control decks end up being too 'cute' and falling apart in-game; Time Spiral pushes a kind of raw density of answers control deck that I think is good to have in the metagame.
