I think it's one of those hard to evaluate cards you need to beat people with. Also it does help if blue is agressive. Works best in a go wide deck obv, but if you've got juicy enough targets to copy it can work at a rate of 1-1 creature per card. Also sick hidden mode: Target a germ or...

Death cloud plays a lot like black wildfire imo. Resolve it with a big enough board/Planswalkers/Enchantments/more lands than your opponent and you can usually win
