The mutate mechanic is a bit weird. The first mutation will probably buff the creature. The second one (if you should have one) will probably not buff the creature but simply feel like a sorcery spell with an “Whenever you mutate, do X” Aura on it. That means mutating a creature several times...

You are forgetting about 50 % of the card texts. But yes I think this card is fine. It is a modal spell which are often good.

Yes. But it is power creep. And I am against this kind of custom cards. But yes you would no be breaking any design restrictions or color pie restrictions. Fair game!
