There's several in the UW sets including Duskmourne having two at common and two at uncommon, so it sounds more likely that they've just decided to give blue more vigilance.

Master's Councillors This guy is pretty cool, turbocharges your graveyard in blue delve cantrip strategies, grows to a 5/3 for 2 fairly quickly, has vigilance for some reason.

I don't know why it's ok when Planar Chaos, Phyrexia, or Modern Horizon does it, but everything about this set just feels so fake to me. I'd actually really like a Mother of Runes variant that discarded a card as a cost, but I'm not paying 1 mana on top of that.

Not especially. We see equipment, auras and vehicles in basically every set, and I like sagas more than any of those. If anything it's dumb that magic sets don't have more of them.
