On the other hand, I think most cubes can afford to run more narrow mono-color cards. Getting to wheel Lightning Axe because you prioritized some discard-synergy cards earlier feels good.

I don't think either of those cards are super pushed. Brimaz is six years old at this point and I'd rather have a Goblin Heelcutter over the giant in a generic red beatdown deck. Neither seems like it's an auto-win in limited like Pack Rat or Jitte.

I'd want at least 2-3 cards that get value from being discarded to feel good about main-decking the axe.

I love reaching for unusual cards, but I really can't see a home in anything approaching a normal cube environment. As mentioned, it's virtually a mono-w card that is still going to be a low pick even for that drafter. Of course, this means you should totally cube it so you can report back on...

It's definitely a signpost card that makes a very loud signal to your drafters. My biggest issue with top-end cards that bounce is that the higher you get up the curve, the more likely it is that giving your opponent extra ETB triggers is worse than temporarily removing a body.

Based on the limited looking around I've done in the past, I'd put an extended frame alter like that in the $25 to $75 range, depending on the card, quality of the work, and your reputation as a seller. I'd suggest doing a bit of research on your own if you want a better estimate.

1) It's personal taste, but I would lean no. 2) Sure, why not. 3) I think you should! Giving cards more or less power based on context is one of the most fun parts of gimmick cubes. 4) I wouldn't run it, but that's just me.
