"Activate only once" already exists in black border paper magic, although I agree that using some kind of counter to track it is probably easier to play.

I don't think it's weird, in an environment that's built to make this thing easy to trigger it is probably an absolute menace. The fact that it costs 1 makes it pretty playable I think. Curving this into something like Luminarch Aspirant or Gala Greeters could get nasty pretty quick.
