Kokusho is probably fine if you don't run any exile effects.

So ideally, the base stats should make the card playable in an aggressive blue deck with 0 artifacts, but the bonus should not make the card broken. Maybe it should be a 3/1 or something.

Good thread. At higher power level, I don't really like expensive creatures without etb effects that are good enough to play. Makes them much more swingy. Super good when the opponent doesn't have doom blade, bad when they do (the baneslayer effect). My goal is for most 5+ mana creature to have...
