The flicker ability doesn’t bring the permanent back until EOT, so I don’t think you can get three activations from the same PW unless I’m missing something. You can get two from one and reset a second back to its starting loyalty though!

If it were me, I’d probably stretch at least one of my constraints. DownshiftingRumbling Slum to uncommon might be where I’d start to cement Gruul as a midrange guild. A vanilla 5/5 for 4 is good but not broken. Otherwise, you’re probably going to need to look at Return block gold cards.
