IMO Ulcerate is low-power. Compare it to Dismember! Unless Cube has turned into Legacy, it'll be worse than Doom Blade, too, most of the time ... and the times where you do need a 1-mana removal spell and it'll be better than Disfigure, Tragic Slip, Ghastly Demise, and so on are too infrequent...
