Yes, but people might think they'd be useful for modern. The odds of 100% of these cards impacting the format even a tiny bit are minuscule. That leaves them room to print cool stuff people have been asking for for other reasons (You did mention Oubliette. 3 mana interaction in modern :P)

Look, modern being what it is, I'm giving this whole thing the side eye. My cube just isn't modern powerful. But in terms of health of the format, could they really make things worse? :P
