I think most planeswalkers will be Masterpiece and other promotional variants such as prerelease foils and/or box toppers in order to ‘have a lot of walker’ in WAR but without affecting limited or Standard too much.

Modern getting better equals Legacy getting worse. Not as a product but as in "how many people play Legacy" popularity. Imagine your Legacy deck suddenly being Modern-legal with exception of one card you could basically just replace but something equally good. You'll switch formats!

You mean degenerate with Sprout Swarm, right? What did we learn about Buyback and repetitive gameplay? :) They are either super bad or super strong. And in either case they are only fun the first and second time you witness it. Then starts the degeneracy.
