If you think about it, Heartless Act is less conditional than the other two, since it's at least partially effective against creatures it can't fully deal with.

I really like Heartless Act because it can do tricky thing like remove counters from a Gideon swinging at your face or prime a Thing in the Ice for flipping.

The Titans are less obnoxious in a draft environment (since you can't fill your graveyard with cards as quickly or as consistently, and that escape cost is pretty color intensive). And of the two, Kroxa is by far the fairer card.
