I'm speaking from experience specifically from play testing an aristocrats deck! Your mileage might vary, but I've found it a sweet aristocrat card.

I'm testing out some stuff at a "medium" power level, but I don't think you should under estimate how hard angel hits if you have some tokens lying around. If the board is stalled and you are the only one in the air, you can turn that board stall into a fireball!

If you have some top end like fallen angel or reveillark to get back, it's probably pretty sweet even in an aristocrat deck. Recursion is pretty strong in singleton decks!

Probably this is one of the biggest problems with referencing popular culture in a magic card. There's no reasonable way of matching everyone's expectation of how to translate the pop phenomenon into rules text.

Luckily it's still possible to get some sense of what's going in the set with arena and modo.

Yeah mill jace is just awful. I'd agree that you want mill probably as a sub theme to a "real" deck. I find blink to be a similar kind of deal, they're fun interactions for a control deck that might otherwise be a bit too dry.
