I think most planeswalkers will be Masterpiece and other promotional variants such as prerelease foils and/or box toppers in order to ‘have a lot of walker’ in WAR but without affecting limited or Standard too much.

Modern getting better equals Legacy getting worse. Not as a product but as in "how many people play Legacy" popularity. Imagine your Legacy deck suddenly being Modern-legal with exception of one card you could basically just replace but something equally good. You'll switch formats!

Abandon ship! You still have the chance now. What we know for 100 % certainty: The gap between Modern and Legacy will shrink with the first version of Modern Horizons.
