I don't think it is in most formats. In old retail limited formats it would've been, but not even in my cube.

I think one cool application would be some kind of desert cube, where every card has an approbriate land on the back (basics for mono colored, wastes for colorless and tapped dual on multicolor). Then you would after the draft figure out which 17 cards you want to turn over.
