i think a decent place to start (aside from those threads) would be 4 nightveils, 4 thassas, 4 masters, 4 cloudfins, and another 8 or so devotion slots. for an encore you might try adding 4 delvers and see how those go with a permanent-dependent beats deck. of course this wouldn't leave much room for anything else blue, but them's the breaks.
