General It could happen in any number of formats

This seems like a tack-on varation for multiplayer formats, which would VASTLY improve Tower and Commander, or any other format where games drag long and no one wants to stick their neck out:

Randomly assigning targets would mean that multiple people can have the same target, that person will die quickly, and they will both get points. The only way to avoid that property is to arrange the initial targets as a cycle, and take over your target's target when they die. The best way to arrange this would be that your target is just always the player to your right. I could see that being a good format, though I'd still rather just play 2 player.
