    The Limited point goes strongly against the consensus - Ixalan was a massive dud but Amonkhet + Hour is regarded as one of the GOAT formats, as was Shadows + Eldritch Moon (and I'm partial to BFZ + OGW myself). It's worth noting though that all of these were much worse in their single set formats.
