X really sucks to play against, so I'm not sure it's worth the effort. You can activate it on draw step to lock your opponent out of the game apart from instant speed stuff, and it's very hard to get rid of.

Return to Ravnica was the first set where they greatly increased their print runs to keep pace with Magic's growth from Zendikar forward. I don't know whether they've given this as a reason but it makes sense to me as to why they would start there.

That's true but also I don't think it matters at all. If we're making up completely new cards, why should we stick to an arbitrary template?

It looks like one of those cards that takes a couple readthroughs to really understand what it does, and I find those tend to get overlooked about even if they're good.
