Mountain lion as a term covers both the cougar and the puma. As a native speaker, "forest mountain lion" sounds
really artificial, and wouldn't refer to a type of mountain lion - "[PLACE NAME] Mountain" is a common construction, so I'd read that as "lion from a place called Forest Mountain" before I'd read it as "mountain lion from a forest". The only thing that actually comes up if I look up "forest mountain lion" is a folk-rock musician named
Forest Mountain Lion, which breaks down as first name Forest, last name Mountain Lion.
The joke behind the card is that Tiger and Taiga sound really similar, and that it breaks normal Magic formatting in order to have "Mountain Lion" in the typeline. I wouldn't read into it much more than that.
