After the utility land draft, reveal ~ and put every remaining card from the utility land draft into your sideboard.
That doesn't seem overpowered at all when you can't get 8 people together for the draft and have to make do with 4! :p

You could limit it by # of players. WARNING: the following is not articulated in MTGlish:

Some test games against the AI convinced me to add these to the main cube. They play really well. One opponent was aggroing me out, and I had a plan devised for the next few turns that involved sequencing out a nonbasic on turn 2, which promptly got destroyed on his turn 3. Suddenly my Languish took a turn longer, but I still got the chance to cast it! Brilliant! No feel bads, just a puzzle of "ok, now how am I going to survive until I can cast the sweeper?"

Did the player that used it feel like it did what it was supposed to do? Would they play it again?

Well, since I played against the AI, I couldn't ask him, but as the receiving end I'ld say, yes, it did what it was supposed to do. I also played with it myself, and when it worked I liked it. Problem is, the AI in this instance isn't high on picking nonbasics, so there's a dearth of targets to capitalize on your aggressive starts. I think I'll need the human draft on the 29th to figure out this question for real.

Sure, it looks like a decent hoser on the surface, but I'm not too hot on the "solution" to this card being Sac all my lands. Not a nice option here.
Like, in theory I like it, but this sounds like a constructed sideboard card from like 10 years ago

Again, sure. Adding changeling to literally any magic card is likely going to make it better and play nicer with a large number of friends, but have you played against hexproof?
Is boggles the kind of play you wanna encourage?
 
Whaaaaaaaaat if it had hexproof only when there are no cards attached to it? So it plays with the cubeable tribes and outlast (if you get a counter on it) by default, and then is either hexproof OR covered in enchants & equips?

Technically what you're doing here is not a white ability, but a green and/or blue one (hence Bogle's casting cost). White usually deals with this kind of mechanic through protection, but protection from a color sucks, right? I also dislike that it's unplayable in a non-voltron deck. If you make it a 2/1 it can be picked up by the Aggro deck as well, which broadens its appeal. Making it an artifact makes it interesting to another deck yet.

So your baseline is now playable on its own, which means you can toy with the protection ability and dial its strength up or down according to your tastes and the needs of the format:
  • Protection from spells and abilities your opponents control.
  • Voltron has protection from spells and abilities your opponents control as long as it's enchanted or equipped.
  • Voltron has protection from spells and abilities your opponents control as long as it isn't enchanted or equipped.
  • Voltron has protection from spells and abilities your opponents control as long as you control another creature.
  • When Voltron dies, if it was enchanted or equipped, draw a card.
  • Auras enchanting Voltron have totem armor.
 
Ooh, great card name! The narrow window of opportunity is a little rough, but I guess that's the price you pay for being a non-blue counterspell that doesn't say "counter spell" on it. (and doesn't stop EtBs)

That reminds me, I'm sure there are thematic reasons for it, but mechanically, why is black sometimes arbitrarily unable to kill black cards? Red on the other hand is GREAT at killing red creatures, because it's great at killing low toughness creatures which is kinda red's whole deal.

Actually, even from a thematic perspective, loyalty and solidarity aren't things you'd expect of black - it'd be more intuitive to see white unable to kill fellow white cards, while black's vampires and demons and necromancers are more than happy to backstab one another.
 
WotC has basically acknowledged that the non-black clause on black removal was kind of dumb. Especially so in limited where it's almost a binary yes/no condition against your opponent's deck (this is also why random protection and landwalk abilities are on the way out).

This is why almost all it's current removal is some flavor of sacrifice, -X/-X until end of turn, damage plus an equal amount of lifegain, or straight up killing/exiling it.

I feel like I'd want this in a set with Banishing Light templated stuff, not Oblivion Ring (This matters more for Journey to Nowhere vs like Silkwrap or something)

What bad topdecks are you looking to ameliorate? Your card really makes me wonder, because topdecking a creature isn't a bad topdeck in my book. If anything it seems to make the good topdecks better.
