They've definitely used non-targeted abilities in the recent past. mission briefing is the first that comes to mind. You could borrow that exact wording: "choose a creature you control. It gets +3/+3 until end of turn". If you want the fight ability but want to make the card slightly stronger...

I also think changing that line to a non-targeted ability would work ("up to one creature you control gets +3/+3..") and would make the ability slightly stronger too.

Unless your sacrifice deck is long-game, it feels a little on the 'famine' side of things, since it's not coming down until after a lot of what traditional sac archetypes are doing

I'd go for technique. It even has a built in multiplayer-friendly political mechanic.

I would also call Jace fairly non-parasitic. It operates on it's own, and provides both card draw and GY fuel while doing so, which is broadly applicable to blue decks in many formats. I would still call the Oracle the best pick if I could only pick 1. Jace + Oracle, to get a little redundancy...
