Isn't this significantly weaker than Evo Leap? I think you can get away with a colorless activation cost at least, or maybe a scry 1 before drawing a card (for the {U} activation cost)? Or better yet, why not make it the same ability as Jace, the Living Guildpact's +1 ability?

But Jace TLG doesnt actually draw you a card?

I could change it. Drawing a card and drawing a creature are different, not worse (You can draw lands, but you can also draw wrath/doom blade)

{U}, Sacrifice a creature: Look at the top two cards of your library. Put one of them into your hand and the other into your graveyard.

I think I'd rather it say that and activate for a colorless.

I like the simplicity of the draw a card option as well, but the Tower Geist version probably has a little more play to it, plus synergizes better with the proposed zombie tie-in, since zombie decks tend to use the graveyard.

This is too good right? I'm trying to make a bunch of walkers for Vance's more menorable wizards but I get stuck

Ildafonse is first among equals more or less in a comittee of selfish and grasping archmages and, generally well liked, is considered the greatest wizard of his less than spectacular generation. The spell we see him using most is akin to time stop.

No, the spell you are going to see him use most is card advantage with life gain. And then Time Warp. Honestly, this seems a bit strong, especially the first +1, though I guess they've done straight up draw a card at +1 before on five mana walkers.
 
I know right? Trying to bLance the two fist abilities with their costs was driving me nuts. Do you have any ideas for new balancing or abilities given we are talking about an old, good hearted, greedy, infirm pedant who is like president of wizards?

I did like that his detain was basically like no advantage to put off the inevitable. Or it would be as a 0 orif he was 2hp

I don't know, I'ld be tempted to put the draw at -1 but gain a bit more life. Draw a card and gain 3 must be okay at that cost, right? Maybe start at 4 loyalty then and up the cost of the time warp to -6? Eh, planeswalker design is difficult!
 
I'm kinda scared of making +detain the road to extra turns but I know what you mean. Can you think of any alternatives for our lame old man?

Ah, time magic, scrying? Gaining life is actually a nice mechanic as well, because it symbolizes you controlling time to prolong your life. Maybe something like...

+1: Scry 3, gain 3 life.
+0: Detain target nonland permanent.
-5: Untap all permanents you control. After this main phase, there is an additional combat phase followed by an additional main phase.

I like the OZB design with the Lucre ult. Tbh I think you could even cost the time warp at -4 if you start it at 3 loyalty. I ran a 4 mana time warp as a split card for like two months and I think I only saw somebody cast it once....
